Elaine Fischer is the Senior Vice President, Office of Innovation, Research and Assessment at Operation HOPE. Fischer began her career in the nonprofit sector in 2007 with the Colorado Children’s Campaign in Denver, Colorado. Analyzing statewide data, Fischer focused her efforts on creating publications to help Colorado’s Legislature create appropriate and formative programs for at-risk youth. In four years Fischer was able to successfully help in the formulation of positive public policy. In September of 2009, Elaine joined Operation HOPE as the Program Manager for Denver’s Banking on Our Future youth financial literacy portfolio. In that role, Fischer was responsible for day-to-day operations of the program; she trained and coordinated over 550 volunteer teachers, facilitated contractual agreements between HOPE and Denver Public Schools, and managed partnerships with community-based organizations and municipal departments. In her first year as Program Manager she grew the program by more than 150%, educating 3,500 more students from the previous year. Ms. Fischer received a degree in Political Science and English from St. Michael’s College in 2006, and is a member of Phi Beta Kappa. She then continued her education and began her coursework for her PhD in Econometrics and Political Science in the fall of 2006 finishing those courses in 2009.
