César Rosas brings more than 18 years of senior executive experience serving clients in the areas of retail banking, micro-finance, capital raising, government and regulatory compliance and corporate finance. Mr. Rosas is President and CEO, for Primavera Capital, a micro-finance consumer lending company in Southern California concentrating on the un-banked/under-served immigrant / first generation Latino segment. Mr. Rosas is considered an industry leader in this space. In 2007, Mr. Rosas founded his first company Toltec Financial, a innovative micro-finance company lending to the un-banked/under-served Latino segment. He served as President and Chief Executive Officer.  Toltec Financial was sold to Highland’s Premier in February 2009.

Previously, Mr. Rosas served as Vice President, Senior Commercial Lending Officer for BBVA Bancomer U.S.A., primary responsibilities to develop commercial business for the State of California. Additionally, he served as Executive Vice President, Director of Emerging Bank Markets for Community Bank Ventures, LLC., Mr. Rosas’ responsibility is to develop new bank projects on behalf of clients in the un-banked/under-served Latino markets. Mr. Rosas successfully consulted in the start-up and capital raise of two De Novo Banks in Orange County, one being the first Latino focused bank: Santa Ana Business Bank and Partners Bank of California. The capital raised was $12.5MM and $18.1MM, respectively. Also, Mr. Rosas served as senior consultant for DLC Inc., Costa Mesa, CA., a leading financial and accounting professional service firm. While with DLC Inc., Mr. Rosas’ clients included Ingram Micro, Match Net, Fieldstone Community Home Builder, Cherokee International, Sybron Dental Specialties and Dot Hill.

Mr. Rosas graduated from California State University San Bernardino with a Bachelor of Arts degree in Economics.  He also holds a Master of Business Administration degree from Pepperdine University.
