Julia T. Brown joined Charles Schwab Bank in 2003, as Vice President and Community Reinvestment Act (CRA) Officer. Her principal duties include responsibility for development and successful implementation of the Bank’s CRA strategy, including managing the existing CRA Plan for the Bank in Reno, NV, and developing a new, nationwide strategy for helping to meet the credit needs of targeted communities.
Immediately prior to joining the Bank, Julia spent 10 years with the Office of the Comptroller of the Currency (OCC) where her duties included such tasks as maintaining effective working relationships with members of the media, consumer/community action groups, local governmental entities, and other federal agencies with regard to National Bank adherence to various laws and regulations related to compliance, fair lending, and community development. She also served as the Agency’s Native American Specialist with responsibility for working with banks and tribal governments related to financial services, investments, lending and economic development on reservations, and in tribal communities.
Julia has worked in the area of community and economic development for nearly thirty years. Her experience includes community development law, economic development, business assistance, packaging complex and difficult financings, land use and urban planning and various specialties of regulatory supervision, including banking law and municipal finance.
She has a Bachelors Degree in Political Science from Oklahoma State University. She received her Juris Doctor from the University of Oklahoma College of Law and has done further studies in Public Administration and Public Policy.
Additionally, she serves in the Judge Advocate General's Corp (JAG) of the United States Army Reserves, where she holds the rank of Lieutenant Colonel. LTC Brown is currently Deputy Commander of the 75th Legal Support Organization.
