Mark Boucree

Mark S. Boucree, Vice President of Capital One Bank’s Community Development Department is responsible for developing high-impact programs throughout southeast Louisiana that aid the development of small businesses, single family housing, workforce and economic development.  He’s a native New Orleanian who attended St. Augustine High School, received his Bachelor of Arts degree from Xavier University of Louisiana and attended graduate school at the University of New Orleans College of Urban and Public Affairs.

After completing his formal education, Boucree began his career in community and housing development with Neighborhood Housing Services of New Orleans (NHS) as President Bill Clinton’s first National AmeriCorp Fellow in New Orleans.  While at NHS, Boucree learned grassroots community organizing and community development. 

After two and a half years, Boucree left NHS to become Deputy Director of Fannie Mae’s Louisiana Partnership Office where he learned the intricacies of mortgage financing, mortgage product development, governmental relations and non-profit capacity building. 

Boucree later became the Director of Home Ownership at the Housing Authority of New Orleans (HANO), where he created the Section 8 Home Ownership program, which during his tenure, enabled over 45 families to become homeowners by converting Section 8 rental vouchers into Section 8 homeownership vouchers.  To date, over 100 families have purchased homes using this innovative mortgage product.

Boucree’s housing experience led him to Volunteers of America Greater New Orleans where he continued to assist families to achieve the dream of homeownership, but he also obtained the skills of developing and marketing homes for purchase.  During his tenure at Volunteers of America, he developed modular and traditional stick built homes in Gretna, La. that were sold to low-to-moderate income first time home buyers.

Boucree also has an entrepreneurial side.  After working as Director of Municipal Parking Operations for Lockheed Martin in New Orleans, San Francisco, CA and Denver, CO he returned home and became a Principal Member with Parking Solutions LLC, a national parking management and parking meter management company with operations in Atlanta and New Orleans.  Locally, Parking Solutions, LLC is in partnership with another parking company that purchases and maintains new state of the art parking meters.  Boucree is also the sole Principal of Capital Resource Group LLC, a consulting and real estate investment company through which he has provided consulting services to a national parking company and local housing development non-profits.
