As Chief Operating Officer (COO), Matthews will have responsibility for overseeing all of the organization’s operating functions. He will report directly to Founder, Chairman, and CEO John Hope Bryant. Matthews comes to Operation HOPE after a dynamic 35-year career in management consulting, information technology and financial services, including, most recently, eight years at the National Restaurant Association, where he continues to serve as a senior strategic advisor.

“Dave’s unique blend of financial services, IT expertise, legal skills and nonprofit management are valuable tools to support the transformation of Operation HOPE and the explosive expansion of our HOPE Inside program delivery model,” Bryant said. “He brings great passion for education and mentoring, as well as innovation and executive skills in growing and operating commercial and not-for-profit operations.” 

At the National Restaurant Association, Matthews was the General Counsel, EVP of Innovation and Marketing and the Chief Information Officer (CIO). His responsibilities included, legal analysis, contract drafting and legislative analysis. He focused on cyber security and payment processing technologies, including developing a general purpose reloadable debit card for the Association and serving as co-chair of the PCI Council Small Business Task Force.

Matthews served as CIO at the Federal Home Loan Bank of Chicago (FHLBC); President and COO at RBC Mortgage, and Ultraprise, respectively, and SVP and CIO at JPMorgan Chase Home Finance. He managed the technology platform for the Mortgage Partnership Finance Program for the FHLBC, which is responsible for funding billions of dollars of first mortgages for Illinois and Wisconsin community banks.  He led the Royal Bank of Canada’s (RBC Mortgage US) U.S. mortgage operations, growing a branch network from 40 locations to over 250 through acquisitions and organic growth. Under his leadership, RBC Mortgage U.S. exceeded $20 billion of annual originations. Matthews began his career as a management consultant at Booz Allen Hamilton.

A member of the Pennsylvania Bar Association, Matthews received a Bachelor of Arts degree from Beloit College and a Juris Doctor degree from the University of Pittsburgh.  He is a regular speaker and contributor on technology, innovation, food service and payments.
