Ms. Clarke is a native of Birmingham, AL who began her professional career as a co-op student at Georgia Power Company, while completing her studies in electrical engineering at George Tech. Clarke continued as an energy engineer until 1995, when her career shifted to program management consulting as an employee of Atlanta-based H.J. Russell & Company.

Russell assigned Clarke to manage the Birmingham Olympic Program for the City of Birmingham as the city prepared to host Olympic soccer and other sports practice venues during the '96 Summer Olympic Games. In 2000, she joined the staff of the Birmingham Mayor's Office, serving first as Director of Capital Projects and later, Economic Development Director before returning to the private sector in January 2008. Since 2008, Carol has continued to work in community development roles at Regions Bank and IBERIABANK before assuming her current role as Southside Development Company's Project Director.

A community volunteer throughout her adult life, today Ms. Clarke is currently active with the following agencies serving the Birmingham community: Create Birmingham Board of Directors, Neighborhood Housing Services of Birmingham Board of Directors, Aletheia House Board of Directors, Urban Impact Birmingham Board of Directors, Industrial Development Board, Medical Clinic Board - General City of Birmingham, United Way of Central Alabama Community Initiatives Committee, and Vulcan Park & Museum Program Committee.

Clarke's honors include recognition by the metro-Birmingham chapter of the NAACP in 2012 as an Outstanding African American; inclusion in the 2014 cohort of's Women Who Make a Difference; and in 2016, Clarke was deemed one of Birmingham's Top 50 Over 50 by Positive Maturity.
