Elaine Gaspard joined United Commercial Bank 2003. She has over 15 years experience working with community based organizations in management positions and ten years of experience with Fortune 100 corporations. She served the minority business community in the City of Los Angeles as a lender, trainer and consultant. She developed several programs to support job creation and small business lending in minority communities and recently developed similar programs for home ownership.
Elaine has successfully implemented economic development programs in the African American, Latino and Asian communities. She used her expertise to develop comprehensive home ownership programs with the City of Compton, County of Los Angeles, City of Carson and successfully partnered with community based housing agencies. It is the goal of United Commercial Bank to make competitively priced home loan products available to historically underserved markets.
United Commercial Bank’s current small business initiative is designed to promote financial literacy and advance business training to small businesses in an effort to support job creation and retention and provide access to capital to small businesses in underserved areas. Elaine earned an MBA from the Wharton School of Business in Finance and a B.S. in engineering from Stanford University.
